A permit for the construction of a residence on Section 22 (Block III), Dartmoor Avenue, was granted by the New Plymouth Borough Council on 8 May 1920 - "Rowntree" (Ernest H. W. Rowntree) was listed as the client and builder, with the estimated construction cost being £800.

During the late 1930s and early 1940s the house was home to respected New Plymouth photographer Joseph (Joe) Swainson and his family - the large and important Swainson/Woods photographic collection is now held by Puke Ariki.
